Rod Brown

Rod Brown is president and CEO of Advanced Strategies Group, Inc., a public-sector resource brokerage. Brown was formerly the executive director of the Oregon Accreditation Alliance, a state accrediting body for law enforcement and 911 centers. Brown served the public for more than 40 years before retiring, with roles such as chief of police and director of a multicounty 911 center.

  Local governments are caught in a swirling dust storm that causes waste of precious tax dollars. Governing units do have legitimate purpose; most have just lost sight of what it is. During more than 40 years of public employment, I watched elected policymakers annually trying to divide a pot of limited revenue dollars among the competing demands of different departments within their organization. Interest groups, private citizens, businesses, coalitions and department heads passionately argued their causes while trying to increase their share of the budget.

  Critical thinking skills are crucial to advancing one's leadership capacity, yet we pay little attention to it in law enforcement. Many officers do not even understand what critical thinking skills are. Rather than the repetitive "leadership training" found at most executive and command conferences, a step up into the more applicable skills of thinking and acting should be emphasized.
